A1.To become a local agent or supplier in DGDP, one has to be enlisted in DGDP as per prescribed rules/instruction of DGDP.

Any one can come to registration branch of DGDP to know the details of enlistment procedure or can get the information from DGDP website (“Enlistment Policy_2024” file from “Registration Policies” List of DGDP website).

A4.To be enlisted in Group 4 & 10, one supplier must pass one year after enlistment in DGDP and materialize minimum one successful contract. Then the supplier may apply to registration branch for enlistment in Group 4 & 10.

A5.

Tender opening officer will announce the name of all participating suppliers/firms on tender opening date in presence of all suppliers.

A6.Yes, through letter/web site.

A7.No, as per the rules of DGDP sample of the tender item needs to be submitted on the tender opening date.

A8.No, it is strictly prohibited. Supplier can use only a separate tag for identifications of their firms with the sample.

A9.Triple envelope system is where Suppliers need to deposit technical offer, financial offer and earnest money in three separate envelopes.

A10.Earnest money is one kind of security deposit. In case of food, medicine and medical related tenders, 3% (In case of local currency) and 1% (In case of foreign currency) earnest money is taken from the supplier as security deposit. After opening of the financial offer, all deposited earnest money are refunded to the suppliers except lowest & 2nd lowest bidder. After signing the contract, lowest & 2nd lowest bidder can take back their earnest money.

A11.PG means Performance Guarantee. It is 10% of (Cost & Freight) CFR value.

A12.No, PG must be submitted in foreign currency.

A13.PG is applicable for foreign currency contracts and PO is applicable for local currency contracts.

A14.Delay in the supply of stores up to 21 days is regarded as “Grace Period” available to the supplier and the delivery date will be considered to have been automatically extended up to that limit without issuance of any formal amendment and payment of any liquidated damages. For delays beyond 21 days formal amendment to the delivery period will be calculated from the original delivery date given in the contract.

A15.

No, training cannot be quoted as "free of cost". A reference price must be mentioned even if the training is provided at the cost of the supplier.

A16.LD means "Liquidated Damage". LD is imposed when the Government (Competent Purchase Officer on behalf of the Government) is satisfied that the failure to supply the stores within the scheduled delivery period has been for reasons within the control of the suppliers, and / or if the Government has suffered loss for reasons of delayed delivery.

A17.LD if imposed, will be recovered at the rate of 2% but not less than 1% of the value of unsupplied quantity of the item(s) per month for the period exceeding the original delivery period, subject to the provision that the total liquidated damages will not exceed 10% of the total contract value.

A18.

EUC is handed over to the local agent only after getting the appropriate authorization from the foreign principal except for following items:

a.             Arms/ammunition and their spare parts.

b.             Ship, aircraft, helicopter, tank and APC.

c.              Signal items (Main equipment).

A19.Force Majeure shall mean any event, act/or other circumstances, not being any event, act or circumstances, under the control of the Purchaser or of the supplier. Non-availability of raw material for the manufacture of stores, or a export permit for the export of the contracted stores from the country of this origin, shall not constitute Force Majeure.

Gp-B (Total-25 Countries):  Argentina, Belarus, Bosnia  & Herzegovina, Bulgaria, China, Croatia, Cyprus, Czech Republic, Estonia, Greece, Hungary, Latvia, Malaysia, New Zealand, Poland, Portugal, Romania, Russian Federation, Serbia, Slovakia, Slovenia, South Africa, Thailand and Ukraine.
